At the time of William the Conqueror Bulverton was part of the extensive Otterton Manor lands, owned by the monastery of Mont Saint-Michel in Normandy. In 1415 and other land and possessions passed to the Abbey of Sion in Middlesex. By the reign of Edward IV, the hamlet is listed within the Manor of Sidmouth, but the tenants still owed fealty to the Abbess of the Abbey.
